That I know that the World Bank is erradicating poverty is just mere words coming from it. The UE appears to become strong enough to have its own "charity" bank, but to back it it needs full support from the countries forming the union. But it is no surprise that the U.S. has total control over this particular organization. It is a front for the neo-con's version of an American agenda. The U.S. contributes more funds than any other member state to the World Bank, they've assumed a role of dictatorial influence. Of course I would encourage a democratically elected president of the World Bank after the dismissal of Wolfowitz for the abuse of his position. I meant to bring that bit up too. Why should the WB appease the American admin like this? By this negotiation, the bank is still allowing the US to make the final decision on whether he goes or not. Leaving the US the free designation of Wolfowitz's successor is a very risky decision taken by the EU. That would be forswearing prerogatives, which as a principle should never be done.
